Passing through

Busy day today, but thought I'd throw out a couple of nutty clusters to chew on for the gang here.

SecState Pompeo delivered a real tubthumper of an address at the Nixon Library last Thursday about those tricksy Chinese. They're devious heathen devils, and apparently all the Western efforts to civilize them since "Nixon went to China" in the Seventies have gone for naught, so now it's time to muscle up and beef them around:
(Pompeo said that)..."the U.S. will organize the free world, while alienating and undermining the free world; he extols democracy, while aiding and abetting its destruction at home; and he praises the Chinese people, while generalizing about the ill intent of Chinese students who want to come to America.

Pompeo is also ultra-loyal to a president who cares not one whit for democracy, dissidents, freedom, or transparency overseas. Trump’s long track record on this is well documented, and it has defined his personal approach to China."

As we discussed here a while back, I'm all in favor of treating the PRC with cautious skepticism. But the problem here is that, having made it clear that if you're a Trumpkin, you're "America First" all the way, this administration has little diplomatic throw-weight to actually mobilize any sort of large-scale pushback against Chinese geopolitical ambitions. And then there's the whole "you are, too!" problem:

"The Chinese Communist Party wants a tributary international system where smaller countries are deferential to larger powers, instead of a rules-based international order where small countries enjoy equal rights. The CCP also sees no place for universal rights or global liberal norms, and wants to ignore the principles of open markets to pursue a predatory mercantilist economic policy.

So does Trump."

All this will undoubtedly rachet up tensions in the East Asian littoral. What that means in practice? I'm not sure; right now the U.S. is too busy being devoured by the Plague to make anything as distant as the South China Sea fairly low on the priority list...

Meanwhile, half a world away the same U.S. administration has directed the USDOD to move about 12,000 military bodies out of the Federal Republic of Germany.

This does not, in case you're keeping score, count as a "Donald the Dove" peace proposal. These people aren't going to become VISTA volunteers. Many are going to other parts of Europe, including Poland(?), Belgium, and Italy. But some of this may tie into the aggressive rhetoric against the PRC:

“Several thousand troops currently assigned to Germany may be reassigned to other countries in Europe,” Trump’s national security adviser, Robert O’Brien, said in an op-ed published Tuesday in The Wall Street Journal. “Thousands may expect to redeploy to the Indo-Pacific, where the U.S. maintains a military presence in Guam, Hawaii, Alaska and Japan, as well as deployments in locations like Australia.”

It's difficult not to be cynical about seeing this as a Trumpian revenge against the German government and his bete noir, PM Merkel, for being insufficiently fawning.

Anyway...interesting times.

National Intelligence Strategy

Director of National Intelligence Dan Coats released the new National Intelligence Strategy (NIS) last Tuesday, the 22nd.  The NIS steers the course of action for the many different elements of the U.S. Intelligence Community.  It will be in effect through the end of 1922.   They should call it a four-year plan, but I suppose that might bring about unpleasant retrospection in some quarters.

Dan Coats, a former Republican Senator, was appointed by Cadet Bone Spurs.  And yet, he gives a couple of gentle slaps to Trump in this NIS document.

For one, Coats himself says directly:  "This strategy is based on the core principle of seeking the truth and speaking the truth to our policymakers...”.   Truth from the Intel Community is what our current policymaker-in-chief has never wanted to hear.  And also what one of his predecessors, President (snark) Cheney, never wanted to hear either.  I'll be interested if Coats follows through on this.

For the other slap, again Coats himself says:   “As a Community, we must become more agile, build and leverage partnerships,...".   By this I take it to mean Five-Eyes plus other intel partnerships such as NATO's JISD, the various intel agencies of Germany, Japan, South Korea, and many others.   Later in the document partnership is stressed as one of four core lodestars that our intel strategy should focus on:  "Partnerships - leveraging strong, unique, and valuable partnerships to support and enable national security outcomes."  And again this is in direct contradiction of Hair Furor's beliefs.

Other than the slaps, the remainder seems to be boilerplate.  I would have liked to see more emphasis on cyber.  ODNI does have a Cyber Threat Intel Integration Center, but there was no mention of it in the NIS.

Montenegrins! They're like wild beasts, I tell you!

Why should my son go to Montenegro to defend it from attack?” In response, Trump told Carlson that he understood his concerns. “I’ve asked the same question. Montenegro is a tiny country with very strong people,” the president said. “They’re very aggressive people. They may get aggressive, and congratulations you’re in World War III.”
You have your Montenegrins and your Albanians and your Macedonians and your Serbians and they all just can't wait to get aggressive and next thing you know the nukes are a-flyin! The lamps could go out all over Europe at any time. ANY time, I tell you!

The Russians out, the Americans in, and the Germans down?

Seriously?

Please let this be just an elaborate hoax*...

*(The problem with just assuming that this IS a hoax - since both the White House and the German government sources deny it - is that 1) sane people in both governments have powerful reasons to deny the the Tangerine Toddler may actually have done this while, given his oft-stated position that the chintzy Eurotrash are welching on their NATO budgets, it seems eminently possible that he WOULD do something just like this, and 2) this is the same week that the White House simply flat-out lied about Trump's golfventures, one more in the seemingly countless ridiculously pointless lies that emerge from this Administration.

Ridiculous because they have made lying their coin and it has become extremely difficult to believe they're NOT lying when they assert something they want to be true or deny something they wish weren't; that's the difference between the sort of "normal politician lies" and "Trump Administration lies". The latter could be, and have been, without any genuine rationale or need, and one of the enormous problems with this sort of constant lying. Soon even the truth is assumed to be an imposter within the bodyguard of lies...)

NATO Nonsense

U.S. Department of Defense Secretary Robert Gates accused NATO of "collective military irrelevance" in a recent speech in Brussels, a long-time stance of RangerAgainstWar.

NATO has been superannuated since the fall of the Soviet Union, and was irrelevant in the 1970's and 80's -- it has always been a legerdemain foisted upon the American taxpayer.

Madrid's El Mundo): The European countries (who else would be in Nato?) have slashed their defense budgets, with the result that, while the U.S. used to count for half of Nato's funding, it now makes up 75%. ... Only 4 of Nato's other 27 members spend 2% of their GDP on defense, as required by the treaty." [Pablo Pardo's report can be read @ "The UN, NATO and Nuclear Weapons".]

George Will recently wrote that the Libya imbroglio
"is igniting a reassessment of NATO, a Potemkin alliance whose primary use these days is perverse: It provides a patina of multilateralism to U.S. military interventions on which Europe is essentially a free rider" (Libya and the Potemkin Alliance). Will suggests that some legislators are awakening to their job, in the face of Obama's disingenuous assertion that the U.S.'s involvement in Libya does not constitute a war. Fellow WaPo columnist Eugene Robinson asked poignantly in "Obama's Novel Definition of "Hostilities":

"The advent of robotic drone aircraft makes it easier to wage war without suffering casualties. But without risk, can military action even be called war? Or is it really just slaughter?"

This is a question that demands an answer.


There is no discernable military threat to the European conglomerate, so WHY is there still a NATO structure sans a threat? From Saudi Arabia's Arab News ("End of NATO?"):

"What will it take for the West to face the reality that the Cold War is over and the NATO is long past its sell-by date? It might have had its uses and played its role in checking communism. But it’s time to give it a decent burial. If the world needs an international peace keeping force to deal with trouble spots like Libya, it should exist under the UN command. "

In addition, NATO's activities should be clearly defined. For instance, it is spurious to label NATO's actions in Libya Peacekeeping (PKO) since PKO's are supposed to be neutral and humanitarian in nature. The Libyan venture is an undeclared war of aggression, plain and simple.

Now, after a NATO airstrike killed 9 civilians this weekend, Moammer Gaddafi now calls for Global Jihad against the U.S. and the West.
Twenty years of grooming "the madman", down the drain. Faint traces of another fouled up "intervention" termed success waft by . . .

"Heckuva job, Brownie."

LIBYA! (A Dialect Dramedy in Probably-more-than-one-Act)

Act 1, Scene 1. The Western Desert outside Tripoli.

(Enter GADDAFI in Hawaiian shirt and baggies.)GADDAFI: “Behold, my people! I just don't want to live like I used to. And at some point, I'm going to put a gag order on myself in terms of talking about the past. I've got to slam the door and deal with the present and the future!”

(Enter right LIBYAN REBELS; a dozen or so midgets with banners and signs.)

REBELS: "Boo! Down With the despot! Power to the People!"
GADDAFI: “I'm dealing with fools and trolls and soft targets. It's just strafing runs in my underwear before my first cup of coffee. I don't have time for these clowns.”
(produces a comically immense scimitar and begins smiting the REBELS)

REBELS: "Aieee! You bastard! Take that, and that!" (etc)

(FIGHT ensues, with GADDAFI driven upstage.)REBELS: “Hurrah! Freedom! Victory!”

(Enter left FRANCE, ENGLAND, the UNITED STATES, and the ARAB LEAGUE, who watch the battle with concern. GADDAFI appears to be cornered until he leaps forward, roaring;)

GADDAFI: “I have a different constitution. I have a different brain; I have a different heart; I got tiger blood, man!”

(REBELS are driven back in panic, shrieking. GADDAFI follows, laying about him and bellowing.)

GADDAFI: “I have defeated this earthworm with my words! Imagine what I would have done with my fire breathing fists! I've got magic. I've got poetry in my fingertips! Most of the time - and this includes naps - I'm an F-18, bro! And I will destroy you in the air. I will deploy my ordinance to the ground!(GADDAFI continues to drive the REBELS back, killing several in the process.)

ARAB LEAGUE: “Oh, my, how terrible! The poor people! Won’t someone do something?
FRANCE: “Ah, zut alors! Yes, we should do something, Albert.
ENGLAND: “Yes, indeed, Gaston. Shall we ask the UN?
UNITED STATES: “Go right ahead, I won’t stop you, but I’m not so sure this is a good idea.”

(Enter left the UN, garbed as a diplomat)

UN: “Ahem. By the power vested in my by the Great Powers, I hereby authorize the Member States that have notified the Secretary-General and the Secretary-General of the League of Arab States, acting nationally or through regional organizations or arrangements, to take all necessary measures to enforce compliance with the ban on flights imposed by paragraph 6 above, as necessary, and request the States concerned in cooperation with the League of Arab States to coordinate closely with the Secretary General on the measures they are taking to implement this ban, including by establishing an appropriate mechanism for implementing the provisions of paragraphs 6 and 7 above.”(bows, exits left)
(GADDAFI is still beating the REBELS as other NATO MEMBERS crowd onstage left, garbed for war.)

ENGLAND: Alright, lads, who’s up for some war!”
GERMANY: “Ach, ve don’t sink zis is zuch a goot idea. Maybe ve’ll zit zis vun out.
FRANCE: “Tais-toi, Heinz, you didn’t used to be such une pussy. Allons, avec le battaille! Go on, Pietro, you hit him”
ITALY: “Eh, I dunno, Gaston. We useta be-a paisanos but now, not-a so much. I think these-a rebels, they don’ wan’ me aroun’ so much. Maybe-a you hit-a him first, eh?”
UNITED STATES: “Well, go on, now that you’re all here, SOMEbody go take a whack at him…”
FRANCE: “Helas, I would love to, but I don’t seem to have ze resources, me. How about you, Albert?”
ENGLAND: “I say, I don’t know what happened to it, but I seem to have misplaced my aircraft carrier. Could you lend me one, Sam, old boy?”
UNITED STATES: “Well, fuck. What the hell do I hang around with you people for? Can’t you do anything by yourselves?”
REBELS: "You da Big Man! Hit him! Hit him!" (scurry about randomly)UNITED STATES: "Well. OK. Fuck."

(The UNITED STATES, followed by FRANCE, ENGLAND, SPAIN, ITALY, CANADA, BELGIUM, and DENMARK, trudges over and attacks GADDAFI, beating him with a large rubber cruise missile.)

GADDAFI: A sneak attack! Curse you, Western dogs! You have the right to kill me, but you don't have the right to judge me! That's life. There's nobility in that. There's focus. It's genuine. It's crystal and it's pure and it's available to everybody, so just shut your traps and put down your McDonalds, your vaccines, your Us Weekly, your TMZ and the rest of it!”

(The REBELS mill about smartly but on the opposite side of the stage. The Western powers knock GADDAFI down.

UNITED STATES: “C’mon, you little bastards, he’s at your mercy!”

(The REBELS advance towards GADDAFI, who lashes out from the ground with his scimitar, bellowing;)

GADDAFI: “Boom, crush! Night, losers! Winning, duh!”

(The REBELS shriek and flee. The UNITED STATES continues to thrash GADDAFI, who struggles. The other WESTERN NATIONS add their blows, but have started to look around hesitantly.)UNITED STATES: “Well, fuck me sideways. Hey, I’m ready to let you guys finish this beating. Who’s got me?”
FRANCE: “Oh, la’ la’, after you, my dear Albert.”
ENGLAND: “Oh, no, I insist, after you, my dear Gaston!”
ARAB LEAGUE: “Oh! My! Dear! MUST you hit him so…so…hitally? I think you might hurt him!”
UNITED STATES: “That’s the idea, dumbfuck.”
GADDAFI: (still fighting) “From my big beautiful warlock brain, welcome to 'Kaddafi’s Korner'! You're either in my corner, or you're with the trolls!”
UNITED STATES: “Guys..?”
TURKEY: “I don’t want us to take over. It would be wrong!”
ENGLAND: “Really, I insist. After you, Gaston.”
FRANCE: “No, no. You must precede, I insist. After YOU, my dear Albert!”
UNITED STATES: “GUYS…!”
GADDAFI: “What they're not ready for is guys like you and I and Nails and all the other gnarly gnarlingtons in my life, that we are high priests, Vatican assassin warlocks. Boom! Print that, people. See where that goes!”(As the lights fade signaling the end of Act 1, the confusion on stage continues noisily)

Chaaaaaarge!

King Obama deals with French intransigence and gets them to take charge of the air war over Libya!"On Monday US President Barack Obama said the US would soon cede control of operations in Libya - "in a matter of days and not in a matter of weeks". Mr Gates has said the mission could come under French-British or Nato control.

But divisions have emerged within Nato over taking command, with France and Turkey in particular offering objections. France has indicated Arab countries would not want Nato to lead and that the organisation should support US, French and British political control. Ajdabiya, west of Benghazi, is now the frontline for rebel and Gaddafi forces. Turkey wants limits on Nato involvement and says the air strikes have already gone beyond the UN resolution.

Italy said it could withdraw its bases without a co-ordinated Nato structure and Norway said its jets would not take part in the action as long as it was unclear who was in overall command.

Nato officials say they do not expect a decision for several days."
