Pushing string

According to Bob Bateman in April the U.S. Army reinforced the forces deployed to Iraq.
This element included advisors - about two companies worth - that will work down to battalion level as well as pushing forward a troop-sized attack helicopter (AH-64) unit and a FA unit of unknown size equipped with M-142 medium artillery rocket systems (so-called "HIMARS") to engage Islamic State forces directly.

Bateman says that this is a good idea tactically; battalion-level assvice will help the Iraqi "Army" operate more effectively, and the fire support elements will, too.

He's not so sure whether this is as good an idea at echelons above reality:
"This decision to allow American trainers to operate at lower levels may well put more Americans in more danger, but at the same time, it also capitalizes on our forces' real strengths and directly helps the Iraqis succeed on the ground. The political wisdom of this decision is another thing entirely." (emphasis mine)
I'll go further than that; this is the military equivalent of pushing on a fucking string.

I don't see the "Iraqi Army" as having a military problem killing raggedy-assed Islamic State gomers. Hell, back in Saddam's day they had a fine old time slaughtering Shia militiamen and Kurdish rebels. The thug-armies of Third World despotisms are usually terrific at slaughtering their own people and local rebellious groups. Ask any Sri Lankan Tamil...no, wait...you can't, they're mostly all dead.

The "Iraqi Army" has a problem because "Iraq" is a political fiction. There is no "Iraq" worth fighting and dying for, nothing that a man or woman could point to as worthy of that great a sacrifice. There are factions in Iraq, certainly, but the whole point of fighting for a faction is to get the largesse that faction dispenses as a reward for loyalty, and you have to be alive to get that.

The "Iraqi Army" doesn't have trouble against the Islamic State because the "Iraqi Army" has trouble executing simple fire-and-maneuver actions, or because it can't effectively call for supporting fire, the sorts of things that U.S. Army advisors could help it learn.

Well, it probably does have trouble, but that's not why it doesn't do well against the IS fighters.

The "Iraqi Army" has trouble against the Islamic State because "Iraq" is a goddamn fiction and a dumpster-fire of a failed state. The "Iraqi Army" is a shitshow of corruption and patronage like any number of Third World failed-state "armies" where officers pocket soldiers' pay and factional loyalty is more important than technical or tactical proficiency.

I'm not going to tell you that technical and tactical proficiency don't matter. Hell yes, they do. But when it comes down to bloody war "the moral is to the physical as three is to one" as a former military savant once wrote. There is no moral center to Iraq anymore; not even the evil sort of anti-morality that comes with fighting for a rapacious thug like Saddam Hussein.

So, short of re-invading and taking over this ridiculous attempt to make a desert in Sunnistan and call it peace is there any likelihood that trying to add bullets to the jello that is the "Iraqi Army" will provide even a medium-term solution to the sociopolitical problems of Mesopotamia?

Hell, no.

But it'll make the idiot rubes think their political "leaders" are "doing something about ISIS" and the cost is a handful of millions and maybe a couple of throwaway GIs or five, so it's all good, right?

Not Very Pret-y

Let me qualify this post in several ways; first, I am not a huge Tom Ricks fan - I find that his default setting is way too often "stenographer for guys with cool guns" - and, second, that Ricks himself states in the article that his information appears preliminary and fragmentary.

That said, back in November Ricks posted this article to his blog, his lead being that the 2nd Cavalry Regiment (Stryker) was reamed in an Center for Army Lessons Learned (CALL) collection report for its performance at the Joint Multinational Readiness Center (JMRC) in October 2012.
I am also not familiar with JMRC, but I am guessing from both its designation as a Readiness Center, and the exercise that the 2CR participated in, that it is the USAEUR equivalent of the National Training Center (NTC), where maneuver units are evaluated for their ability to perform their core tasks to Army standard.

The original CALL document is worth a glimpse for the unsurprising conclusion that 2CR's conventional warfighting skills have...shall we say, slipped a trifle in the past decade they've spent chasing raggedy-assed muj around the less-paved parts of southwest Asia?
What is most dispiriting to me as a sergeant, though, are some of the first observations that CALL team made of 2CR. This wasn't some sort of minor slippage of high-speed mad supertrooper skilz we're talking about here. Some of total fails on the 10- and 20- level tasks the evaluators dinged 2CR elements for included:

- Priorities of work for occupying a position are not established or adhered to.
- Sleeping areas established prior to preparation of fighting positions.
- Vehicles, fighting positions, CP’s, and tents not camouflaged.
- Field sanitation standards not enforced, Soldiers defecating randomly on top of the ground in unit positions.
- Range cards not prepared or inaccurate.
- Lack of uniform and personal hygiene standards.
- A lack of small unit leadership and on the spot corrections.

Read the CALL document; trust me, things get worse at the higher levels. It sounds like resupply, troop discipline, planning and training, medevac, commo, and TOC operations (among others) were fucked up like a football bat. These guys sound completely ate up, and if you read the whole thing it sounds like the 2ACR is a really effed-up unit.

But what it's NOT?

What if the problem with the higher-level tasks isn't the unit but, rather, what it's been training to do and doing for the past decade.

Here's the commander of the JMRC as quoted by Ricks:
"...the actions reflective of Soldiers who have operated in a COIN only environment over the past several years, and a training environment designed to challenge leaders at multiple levels."
Emphasis mine.

Hmmm.

I'm willing to cut these guys some slack on the higher-level tasks. I can well understand that going from being coiffed in a FOB for a 12-month rotation to having to figure out how to work a jump TOC and retrans sites and ambulance transfer points doesn't happen overnight.

But, c'mon; stuff like priorities of work? Camo? Laying out the fartsacks before digging ranger graves? Casually shitting all over your positions like a herd of cows?

That ain't rocket science. That's a bunch of sergeants not doing their fucking jobs.

You've all heard me lament the damage done to my branch, the Field Artillery, by these pestiferous little wars we've been enjoying over the past ten years. Now this little bit of bad news makes me wonder - what ELSE the Army has been doing to itself while the Nation has been out Shopping for Victory and Supporting the Troops?

Shitting at random inside your own positions, boys?

Just kind of sad...

Not much to add to the Joe Klein (and yes, I know...Joe fucking Klein! Whooda thunkit..!) piece in Slime other than a rueful shake of the head over this:
"There has been all sorts of consternation about the confusion at NATO headquarters as well. In the future, there should be none: we are NATO. Only we have the experience, equipment and logistical capability to lead a military action, even one that seems a nominally simple as a no-fly zone."
This isn't the freaking Former Yugoslavian Republic of Macedonia we're talking about here. This is Great Britain and France; two of history's biggest military hosebeasts, for cryin'outloud. Two of the three global military monsters of the past five centuries; Godzilla and King Kong - throw in the Spanish and you've got King Ghidorah there, too.These guys wrote the damn book on bitchslapping little countries and native tribes. The appearance of a Union Jack or a Tricolor on the horizon was the first sniffle that let you know that about half your people were going to come down with a bullet-hole-shaped headachey cold.

And now this D.C. talking fathead says they can't even put together a simple punitive expedition anymore.

Klein could just be talking out his ass, mind you; the British did just fine in the Falklands thirty years ago (well, except for the whole Exocet-ship-sink-y thing), and the French...well, they don't really have any real need to do this stuff anymore, fun as it is. And I know that being the toughest of military tough guys isn't crucial to a Western nation's existence anymore.

But...damn.

The British and French getting slagged off on because they can't send a bunch of wing-wipers over the Third World? Even with these cool bikinis?Think of it; British grenadiers and the fierce legions of Napoleon reduced to carrying the golf-bag for the upstart Yanks. What is the world coming to?

Well.
